KSU “S. Mukanov North Kazakhstan Regional Universal Scientific Library”
1. GENERAL PROVISIONS
1.1. The Communal State Institution “S. Mukanov North Kazakhstan Regional Universal Scientific Library” (hereinafter – the Library) is the Central State Library of the North Kazakhstan region, universal in nature, and carries out informational, educational, and cultural-enlightenment activities.
1.2. The founder of the Library is the Department of Culture of the North Kazakhstan region.
1.3. These rules define the procedure for users’ access to the collections, the list of services and the conditions for their provision, regulate the relationship between users and the Library in accordance with the current republican and regional legislation (Constitution of the Republic of Kazakhstan, Civil Code of the Republic of Kazakhstan, Law of the Republic of Kazakhstan “On Culture”), as well as the rights and obligations of users and the Library.
1.4. All employees and users of the Library are obliged to comply with the Rules of Use.
1.5. Both individuals and legal entities, as well as persons accessing the Library through electronic information networks, have the right to use the Library.
1.6. The following may become Library users:
§ citizens of the Republic of Kazakhstan and foreign countries upon presentation of an identity document;
§ citizens with permanent registration in Petropavlovsk can become users of the “Subscription” department and use its services.
1.7. These Rules of Use of the KSU “S. Mukanov North Kazakhstan Regional Universal Scientific Library” are developed in accordance with:
§ The Constitution of the Republic of Kazakhstan;
§ The Civil Code of the Republic of Kazakhstan;
§ The Law of the Republic of Kazakhstan “On Culture”;
§ The Charter and other organizational and regulatory documents of the Library.
1.8. The Library’s Rules of Use may be amended and supplemented by the Library administration as needed and in agreement with the Department of Culture of the North Kazakhstan region.
2. LIBRARY REGISTRATION PROCEDURE
2.1. Registration with the Library is carried out in the user registration, accounting, and control sector (hereinafter – the registration sector).
2.2. When registering with the Library and obtaining a library card, it is necessary to present a passport or another document of equal legal status and a Citizen Registration Book.
2.3. When registering with the Library, citizens:
§ familiarize themselves with the Library’s Rules of Use;
§ provide information necessary for filling out the reader’s form (in departments with subscription services);
§ are present while a registration sector employee fills out the registration questionnaire in the Library’s reader database.
2.4. In case of disagreement with the Library’s Rules of Use, the visitor cannot fully use its services.
2.5. The visitor must also fill out the S. Mukanov Regional Universal Scientific Library Reader Registration Card, in which they confirm their consent to the entry of their personal data into the Library’s electronic database with a personal signature.
2.6. In case of using new information technologies for user registration in the Library and processing material issuance, a barcode library card shall be considered equivalent to the user’s signature.
2.7. The information provided by the visitor about themselves when filling out the S. Mukanov Regional Universal Scientific Library Reader Registration Card is strictly confidential. The Library does not use user information for any interests other than ensuring the service process and does not transfer this information to third-party individuals or legal entities, unless otherwise provided by current legislation.
2.8. A permanent library card is the only document that grants the right to use the Library for the period specified by these Rules.
To obtain documents from the library’s collection for home use, via subscription, a permanent library card is issued to:
§ Citizens of the Republic of Kazakhstan with permanent registration in Petropavlovsk;
§ Full-time students of universities and colleges in Petropavlovsk with temporary registration (for at least one year) in Petropavlovsk. The issuance of documents for home use ceases 6 months before the registration expiry date;
§ Citizens with temporary registration, as well as non-resident citizens, have the right to use the library’s collections in the Library’s reading rooms by obtaining a Temporary Pass or a One-Time Pass, which are issued to the user upon presentation of an identity document.
2.9. Annual re-registration of the permanent library card is conducted, which grants the right to use the library for one year from the date of re-registration. During the re-registration procedure, the user is obliged to report any changes to their personal data.
2.10. Visitors who do not have a permanent library card can visit the Library with a one-time visit pass (valid for the day of the Library visit), for which any identity document must be presented.
2.11. A one-time visit pass does not grant the visitor the right to use services that allow documents to be taken outside the library.
2.12. In case of loss of a permanent library card, the user pays the cost of a new card.
3. USER SERVICE PROCEDURE
3.1. User service in the Library is carried out upon presentation of a library card, which is not allowed to be transferred to another person.
3.2. In case of loss of a library card, the user must contact the user registration and control sector and report its loss.
3.3. With each visit to the Library, the user presents their library card to an employee of the registration sector and receives a Control Sheet, which records visits to the Library’s structural divisions, intended for accounting for visits to Library departments and access to the user’s electronic reader form. The Control Sheet is issued after the user deposits outerwear and bags in the cloakroom.
3.4. In the user’s electronic reader form, Library employees mark the library documents received and returned by the user.
3.5. Upon exit, the user must submit the Control Sheet with stamps from the structural divisions whose services they used. Documents taken for home use from the Library’s structural divisions must be presented to the controller upon exit along with the Control Sheet, which contains a mark (stamp) from the department certifying the issuance of documents for home use.
3.6. Visitors attending mass events are not required to present a library card to the registration sector employee. They are directed to the appropriate hall accompanied by an employee of the department organizing the event; after the event, the employee escorts visitors to the exit.
3.7. Upon exiting the Library, the user must again approach the registration sector employee to receive an exit mark and close their electronic reader form. The registration sector employee also verifies information about documents registered to the user in their electronic reader form.
3.8. In case of existing violations or penalties, the user does not have the right to enter the Library or use its services.
3.9. Visitors may use the services of Library departments located in the pre-control zone without needing to register with the Library.
4. DOCUMENT ISSUANCE PROCEDURE
4.1. In the reading rooms, documents are issued upon presentation of a library card in accordance with electronic requests from users, which are generated by users themselves through the Library’s electronic catalog. For information about documents available in the Library’s collections, rules for filling out and submitting requests, and assistance with reference and bibliographic tools and electronic databases, users can contact Library staff in the catalog hall and in departments serving users.
4.2. When a user receives library documents in the reading rooms, a Library employee records the number of issued documents in the electronic reader form. When documents are returned, information about them is removed from the electronic reader form by a Library employee.
4.3. The user is obliged to check the integrity of the document upon receipt at the reading room desk, as they bear personal responsibility for the preservation of the issued publications while working with them.
4.4. Orders for publications from the book storage department are accepted no later than 30 minutes before the Library closes.
4.5. Documents received from the book storage department may be reserved (left on reserve shelves) for up to 7 days.
4.6. The user is obliged to return borrowed documents to the librarian no later than 10 minutes before the Library closes.
4.7. In reading rooms with open access to book collections, users may independently select literature. After working with open-access publications, they must be returned to the “Table for Reviewed Literature” for subsequent shelving by the librarian.
4.8. For copying documents, the user may independently take them out of the reading room, first handing their library card to a Library employee and informing them.
4.9. When using subscription services, the user presents a permanent library card. The library employee enters information about the issued document into the electronic reader form. When the document is returned, the library employee removes the document from the electronic reader form.
When issuing certain publications for home use, a Library employee has the right to require a deposit from the user in accordance with the Law of the Republic of Kazakhstan dated 27.05.2010 N 280-IV “On Amendments and Additions to the Law of the Republic of Kazakhstan “On Culture” Art. 24, para. 2.
4.10. Documents from the “Subscription” department’s collection are issued in a quantity of no more than 5 copies for a period of 15 days, with the possibility of two renewals. High-demand literature is not subject to renewal.
In case of non-return of documents after the expiration of the usage period, a Library employee has the right to verbally (including by phone) or in writing remind the user of the need to return the received documents.
4.11. In the “Internet Center” department, the user must finish working on the computer no later than 20 minutes before the Library closes.
4.12. Particularly valuable and rare editions may only be provided to the user in the form of copies;
§ simultaneously, only one old printed edition and up to 5 copies of other documents may be obtained for work in the reading room;
§ rare editions from book collections are not allowed to be taken outside the reading room;
§ documents from the rare books collection are issued outside the Library only with the written permission of the Library director;
§ the right to photocopy and video/photograph rare documents is granted with the written permission of the Library administration.
5. RULES FOR USING VIRTUAL SERVICES FOR REMOTE USERS AND INTERNET ACCESS SERVICES
5.1. The S. Mukanov North Kazakhstan Regional Universal Scientific Library provides access to a wide range of information sources, including the Internet. Internet access is part of the overall library policy to satisfy the information needs of all categories of readers.
5.2. The Library is not responsible for information presented on the Internet, with the exception of information posted on the Library’s website.
5.3. Permanent and temporary Library readers are allowed to work independently on the Internet.
5.4. To access the Internet, the user must present their library card to the duty librarian (except for visitors to the “Internet Center” department).
5.5. If the reader cannot find the necessary information independently, they can submit a request for this information to a Library employee, who determines the timeframe for fulfilling the request. This service is paid and provided in accordance with the Price List for the Sale of Goods (Works, Services) of the KSU “S. Mukanov Regional Universal Scientific Library”.
5.6. Information found by the user on the Internet can be saved to an electronic medium or printed. These services are paid and provided in accordance with the Price List for the Sale of Goods (Works, Services) of the KSU “S. Mukanov Regional Universal Scientific Library”.
5.7. Payment for all paid services is made in the registration sector.
5.8. Internet use and work on the network are paid for in accordance with the Price List for the Sale of Goods (Works, Services) of the KSU “S. Mukanov Regional Universal Scientific Library”.
5.9. Library users are strictly prohibited from: making changes to the computer’s configuration and settings; using the Internet for purposes contrary to the current legislation of the Republic of Kazakhstan.
5.10. For violation of these Rules, damage to equipment and software, a number of measures are provided, up to and including deprivation of the right to use Internet access services.
5.11. The S. Mukanov North Kazakhstan Regional Universal Scientific Library provides a wide range of virtual services for remote users. Any person who visits the website of the S. Mukanov North Kazakhstan Regional Universal Scientific Library can use the virtual services for remote users, regardless of age, education level, or place of residence, and regardless of whether they are a Library reader.
6. RIGHTS AND RESPONSIBILITIES OF USERS
All citizens of the Republic of Kazakhstan and foreign citizens, regardless of gender, nationality, social status, political beliefs, or religious affiliation, have the right to use the Library. Citizens without permanent registration in Petropavlovsk have the right to use the library’s collections in the reading room.
6.1. Library users have the right to:
§ receive full information about the composition of the library collection and the services provided by the Library free of charge;
§ receive free consultation assistance in searching for and selecting information sources;
§ receive documents for temporary home use free of charge from the collections of the “Subscription” department and other structural divisions of the Library;
§ receive documents and their copies through the electronic document delivery service from other libraries;
§ receive free consultation assistance in using electronic equipment and software;
§ use other types of services, including paid ones, the list of which is determined by the Price List for the Sale of Goods (Works, Services) of the KSU “S. Mukanov Regional Universal Scientific Library”.
§ bring and use their portable computers with autonomous power, without the right to connect to the Library’s electrical network;
§ submit their suggestions and comments for improving the Library’s activities through the Book of Complaints and Suggestions (located in the registration sector);
§ assist and participate in the activities of reader councils, amateur associations, clubs created in the Library in agreement with the Library administration;
§ participate in reader conferences, meetings, evenings, presentations, and other events held by the Library;
§ receive polite and competent service, and if necessary, appeal the actions of library staff in the prescribed manner.
6.2. Library users are obliged to:
§ comply with the Library’s Rules of Use;
§ provide accurate personal data and promptly notify the Library of any changes to personal data;
§ observe the return deadlines for publications issued for home use, treat the library card, the Library’s collection and property with care, be polite and courteous towards library staff, and comply with the requirements of the staff and library security service related to observing the Library’s Rules of Use and ensuring public order and safety.
§ fill out reader requests for documents in accordance with their completion rules;
§ upon receiving documents for use, carefully inspect them and, if any defects are found, report them to the Library employee, who is obliged to make appropriate notes on the issued document;
§ respect the rights of other users and Library staff, not disturb public order in the Library premises;
§ observe a culture of communication with Library specialists, including during virtual communication;
§ leave outerwear, bags, briefcases, packages larger than 20x30x7 cm in the cloakroom;
§ upon entering the library premises, present printed publications, other documents, and portable computers necessary for work to the employees of the registration and control sector;
§ comply with copyright and related rights legislation, including in virtual service mode.
6.3. The user is obliged to compensate for damage caused to the Library’s collection:
§ with the same document, or pay for the cost of restoring the document;
§ with a document of equivalent content or value;
§ if replacement is not possible, compensate its market value.
The Library, represented by responsible employees (department heads, chief librarians), reserves the right to determine the necessity and value of the accepted document for the Library’s collection, as well as its market value. In disputed cases, the issue of document replacement is decided by the Library’s Commission for the Preservation of Library Collections.
6.4. The user is prohibited from:
§ taking documents out of the Library premises if they are not recorded in the electronic reader form or other accounting documents;
§ damaging the Library’s reference apparatus (making marks on cards, removing or rearranging cards from catalogs and card indexes);
§ transferring the library card for use by another person;
§ independently making changes and corrections to the library card, catalogs, card indexes, databases;
§ violating the order of literature arrangement in the open access collection;
§ damaging furniture and other Library property;
§ undertaking any actions that may cause damage to the integrity of documents from the Library’s collection, their spoilage, or alteration of their appearance (making marks on documents, underlining, folding pages, damaging bindings, tearing or cutting pages from documents, etc.);
§ changing settings, installing software, or viewing multimedia products not belonging to the Library when working on a Library computer;
§ bringing into the Library and using office equipment not belonging to the Library (scanners, faxes, portable copiers);
§ independently copying information to their electronic media. Copying information from Library computers to user disks, diskettes, flash drives, and other removable storage media is performed by a librarian-consultant through a special system folder;
§ entering service premises, using service telephones;
§ bringing in large bags, diplomatic cases, backpacks, folders, briefcases, packages. The size of bags allowed for entry is no more than 20x30x7 cm.
§ holding meetings, gatherings, conferences, preaching, trading, or placing information from third-party organizations without the administration’s permission;
§ violating ethical norms of behavior, harassing, insulting Library staff and visitors, being rude, or interfering with the service process;
§ talking on mobile phones in reading rooms, creating noise that disturbs other users;
§ eating and smoking in the Library premises;
§ coming to the Library under the influence of alcohol or drugs, consuming alcoholic beverages and narcotic substances on the Library premises;
§ leaving minor children unattended;
§ creating a threat to the life and safety of other users and Library staff.
7. RIGHTS AND OBLIGATIONS OF THE LIBRARY
7.1. The Library has the right to:
§ Independently determine the content and specific forms of its activities in accordance with the goals and objectives defined in the Library’s Charter.
§ In agreement with the Department of Culture of the North Kazakhstan region, establish operating hours, as well as introduce lists and tariffs for paid services;
§ Conclude agreements, including on a paid basis, for a specific list of Library services;
§ Reduce the established usage periods for high-demand publications;
§ Establish benefits for paid services for certain categories of users according to the Price List for the Sale of Goods (Works, Services) of the KSU “S. Mukanov Regional Universal Scientific Library”;
§ Establish a procedure for issuing documents against a monetary deposit to ensure the preservation of the Library’s document collection in accordance with the Law of the Republic of Kazakhstan dated 27.05.2010 N 280-IV
“On Amendments and Additions to the Law of the Republic of Kazakhstan “On Culture” Art. 24, para. 2.;
§ Remind the user verbally (including by phone) or in writing (including using electronic means of communication) of the need to return received documents after the established usage period;
§ Introduce restrictions on the possibility of issuing and copying documents of particular value or poor preservation status.
7.3. The Library is obliged to:
§ In its activities, ensure the realization of users’ rights to free access to information, as provided by the Law of the Republic of Kazakhstan “On Culture,” and provide services in accordance with the Library’s Charter and these Rules.
§ Not allow state or other censorship that restricts users’ right to free access to the Library’s collections.
§ Inform users about the services provided by the library and the conditions for their provision;
§ observe the established operating hours, and in case of changes, promptly notify users;
§ improve service technology in the interests of users;
§ enhance the comfort of the library environment;
§ maintain the confidentiality of data about Library users and their reading;
§ ensure a high culture of library service.
7.4. The Library is responsible for:
§ the preservation, timely accounting, and use of the Library’s property and document collection as part of state property;
§ observing ethical norms of behavior in user service;
§ ensuring equal access to information for users.
8. RESPONSIBILITY FOR VIOLATION OF THESE RULES
8.1. Library users who violate these Rules of Use and cause damage to the collection, equipment, or personnel of the Library bear material, moral, criminal, or other responsibility as provided by the legislation of the Republic of Kazakhstan and these Rules;
8.2. For violating these Library Rules, users may be deprived of the right to use the Library:
§ for unauthorized removal from the Library and damage to printed and electronic documents, property, equipment, and computer technology – without the right to reinstatement as a reader for three years;
§ for disturbing public order in the Library premises – for a period of one year or more;
§ for damaging the integrity of documents from the Library’s collection, their spoilage, or alteration of their appearance (marks on documents, underlining, folded pages, damaged bindings, torn or cut pages, etc.) – for a period of three months;
§ for non-return of documents issued for temporary use – until the debt is settled.
§ for damage or loss of documents and other damage caused by underage users (under 18 years of age), their legal representatives are responsible.
The decision is made by the Library director, formalized by an order, and communicated to the user within 7 days by phone or registered letter based on the contact details provided in the S. Mukanov Regional Universal Scientific Library Reader Registration Card.
8.3. Library employees who violate these Rules and allow the violation of users’ rights bear disciplinary responsibility in accordance with current labor legislation.
